01How the cycle runs today

One RFQ cycle, about fourteen days, replayed in 28 seconds: two seconds a day. Each moving tag is a request, a file or a question changing hands. The highlighted column tracks where the cycle is.

02Top problems in today’s flow

Problem 1 · Replies
Replies arrive in many formats
Excel, PDF, Word, a photo and a plain email can’t be compared side by side as they arrive.
Problem 2 · Retype
Time lost collating internally
Days go into re-keying every reply into one sheet before any comparison can start.
Problem 3 · VP question
Every comparison is manual and subjective
Each new scenario for comparing vendors is rebuilt by hand, and judged without a consistent basis.
Problem 4 · Replies → Retype
Small details get missed
A discount in a footnote or “freight extra” in an email is easy to miss when every reply has a different shape.

01Objective

Build the system that drafts an RFQ, reads whatever vendors send back, and lets a buyer interrogate the result in plain language.
  • Read every response into one comparison: whatever the format, side by side on the same lines, units and currency, with questionnaire answers and documents beside the numbers.
  • Then ask, don’t click: plain-language questions over the whole comparison, answered with text, tables, charts and exports from real extracted data, through to a defensible award.
Adapted from the Aerchain brief, scoped to RFQs.

04Scope

The RFQ platform runs in six stages. In scope, by stage:
1 · Draft
Create the RFQ on the buyer portal
  • Portal in sync with internal ERP, consumption reports, Tally and past RFQs, each connection shown with its status; the last three RFQs give every line its last price and 3-year average.
  • Manual upload of PDF, Excel or Word; attach an email thread, or let the AI read emails.
  • Line items finalised in chat, or suggested automatically from the time of year and past RFQs.
  • While lines are discussed, relevant vendors are found internally and externally and shortlisted.
  • Shortlisting rules live in one knowledge base, updated quarterly.
  • A co-pilot docked beside the lines, its input always in view.
2 · Send
Invite shortlisted vendors
  • Seven shortlisted vendors, five selected by default, each with the rule that put them there; the buyer can add a vendor before sending.
  • One email per vendor with a private link to the vendor portal. The link is the key: no login and no second email. The outbox, a mock inbox and a sample of the invite email open as pop-ups.
  • Vendors can also simply reply to the email.
  • A timeline with reminders, the reply date, extensions and the portal close.
3 · Submit
One page for the vendor
  • Type prices per line, ₹ per unit, or paste a column from Excel; upload files in any format; or write the quote in a large editor.
  • Commercial terms are required in some form: typed in the form (payment, freight and validity; lead time, GST and a volume discount optional) or stated in an uploaded file.
  • A reply to the invite email, in plain text or with attachments, counts as a submission.
  • A live countdown to the reply date and one Submit button. After submitting, the vendor still sees everything they sent and can change the quote until the reply date; the submitted version stays with the buyer until the new one is submitted.
  • Nothing reaches the buyer before Submit; reading starts after it, and nothing comes back to the vendor to confirm.
4 · Review
Trust what came in
  • A map: one row per vendor, one column per thing asked for, each cell with how complete it is and its source. Attachments lists everything each vendor sent, and each item opens in a preview.
  • Findings with a severity, a recommendation and the ₹ at stake; one-tap decisions on patterns across vendors.
  • Ask the vendor with a drafted email, logged; nudge or extend for vendors yet to reply.
  • A co-pilot tab: it says what it took in and points to the findings, explains any card with its next actions, and answers questions, in a small pop-up.
5 · Analyse
Sector-specific ranking, then the evidence
  • Specific to the client’s sector: a sourcing profile set at client onboarding decides which criteria matter, their order and weights. The buyer can reorder and reweigh it; each change is a new version.
  • Vendors ranked on the profile from their submissions and from external data about each vendor (credit summary, registry extract), every score with its source; missing data shows as “no data”, never zero.
  • A recommended split, with a decision matrix and lenses for price, specifications, delivery, commercial terms, compliance and the vendor profile.
  • A co-pilot: questions in plain language over prices, terms, questionnaire answers, the award and the vendor data, answered with the rule and what was left out, with a table or chart where it helps; profile changes proposed with the ranking before and after, applied by the buyer; rules that recalculate everything.
  • Scenarios pinned and compared; exports for sharing.
6 · Award
Defensible decision
  • Built from the rules chosen in Analyse, once the portal is closed and nothing is left to decide in Review.
  • The VP approves or sends it back; the decision record keeps the reasons.
Out of scope
RFI and RFPPurchase orders, invoices, paymentsNegotiation rounds

05Planned workflow

The six stages of the RFQ platform, end to end: Draft · Send · Submit · Review · Analyse · Award. The green lane is the platform: the buyer and VP steer it from the top, inputs feed it, and vendors work in their own portal below. Vendors submit first; reading starts after they do.

06Edge cases

Vendors are never stopped or sent back to confirm. Whatever they send is read after they submit, and anything unclear is flagged to the buyer in Review, with a recommendation and a drafted ask to the vendor.
StageEdge casePlatform does
DraftConsumption data and last RFQ disagree on quantityShows both with their source; the buyer picks
DraftThe shortlist misses a vendor the buyer wantsThe buyer adds them manually; the rules’ last update date is shown
SendA vendor never opens their linkReview shows who hasn’t replied and whether they opened the link; the buyer nudges them or extends the reply date by two days. At close they are marked no reply
SendA vendor replies to the email instead of using the portalThe reply text and its attachments are read into the same flow, and the reply counts as a submission
SubmitA reused past quote carries old prices, dates or termsRead as written, with its source. Items that match no RFQ line are flagged in Review for the buyer to map or leave out; the validity date shows under commercial terms with its source
SubmitA partial submission, e.g. 27 of 30 linesReview shows 27 of 30 priced; the blanks are not quoted, never ₹0. The buyer can ask for prices, or treat partial quotes as whole-group only
SubmitA typed price such as “3,95”Refused, not read as 395; the vendor is asked to use a dot for decimals
SubmitA vendor puts the commercial terms in a file instead of the formAccepted when they tick “my terms are in my file” and attach it; the terms are read from the file with its source, and any still missing show in Review
ReviewUnit or pack mismatch: per carton vs per piece, per kg vs per bagConverted where the pack size or weight is stated (in the quote, the vendor’s other files or the RFQ), shown as an assumed step. Otherwise flagged to the buyer with a drafted ask for the pack size; never guessed
ReviewForeign currency from the supplier in SingaporeConverted to INR at the dated RBI reference rate; the original is kept. The buyer can set the rate rule, e.g. the rate on the close date
ReviewPrices including GSTBrought to ex-GST at the stated rate; with no rate, the value is unresolved and flagged to the buyer
ReviewTerms buried in a file: freight extra, a discount footnote, a timelinePulled out as terms with their source and applied to landed cost; a discount counts only when its threshold is met. Freight extra with no figure is flagged, with a drafted ask for the %
ReviewAn angled photo or blurred scanStraightened and read twice; an unclear digit is flagged to the buyer with the options, a recommendation and a drafted ask
ReviewAn unreadable pageThe file is kept as partly read; the unread parts are listed for the buyer, who can ask the vendor to send them again
ReviewSpec deviation, e.g. a towel below the specified GSMFlagged as not like-for-like and kept out of the comparison unless the buyer counts it; the drafted ask asks the vendor to requote
ReviewQuestionnaire left unansweredShown under specifications in Review; the vendor is not cleared and is left out of the award by default. The buyer can ask, or include them in Analyse

Purpose: how the six-stage RFQ platform is built: the parts, the AI behind each stage, the framework, storage, integrations and the rules the system never breaks.

01Architecture at a glance

A full app on Cloudflare. The buyer app and the vendor portal are two separate front ends: buyers sign in to the app, and each vendor opens the portal from their own private link, with no sign-in. Both, and email, reach one API Worker. Files are read in the background once a vendor submits, Claude does the reading and reasoning, and everything is stored in D1 and R2 so each number can be traced back to its file.

1Vendor submits through their private link, or replies to the invite email; the API checks the link token.
2Originals saved to R2, a row to D1; on submit, one reading job per file is queued.
3A photo is read by Workers AI twice, row by row and column by column; Claude gets the text, never the image.
4Claude reads and matches with structured output; the Worker checks the JSON and does the maths.
5Values and findings saved; the buyer sees the quote in Review once it is submitted.

02Two front ends

A full app with two separate front ends on one API. Buyers work in the app; vendors only ever see their own quote in the portal.

04Models

One model for every job: Claude Opus 5.5 on the Claude API ($4 / $20 per million input / output tokens, 1M-token context, reads PDFs). Photos are the exception: Cloudflare Workers AI vision reads them, and Claude matches the text. Instead of mixing models, the effort level is tuned per job: low where speed matters, high where accuracy matters. Arithmetic is never left to the model: units, FX, GST, landed cost, scores and scenarios are computed in code. Planned: a question bank. New questions are answered by Opus 5.5 and saved to the company’s bank as recipes (the data read and the working, never the answer); a question that means the same thing reuses the recipe with Claude Haiku 4.5 on today’s data, and Opus answers fresh when the match is unsure.

05Framework & key decisions

No agent framework: the Claude API called directly
The steps of each stage are known in advance, so the platform’s own code runs them in order and each AI job is one call with a fixed output format. That keeps every step visible and testable, with fewer moving parts. Ask is the one loop: it uses the API’s tool use to run read-only queries until the question is answered, and the app draws the chart. Frameworks such as LangGraph or CrewAI earn their place with open-ended, multi-agent work, which this platform doesn’t need.
Key decisions
One API Worker for both front ends and email
Link-token checks, vendor scoping, validation of every AI answer and the decision log live in one place, whichever way a quote arrives.
The private link is the key
Each invite carries a long random token that opens that vendor’s portal directly. There is no password to send, forget or reset, and no second email. The link reaches only that vendor’s own submission.
Read after Submit, in a queue
Vendors hand over what they have; reading starts when they press Submit or reply by email. A Cloudflare Queue reads one file per run, up to five at a time, with retries. Anything unclear goes to the buyer’s Review, not back to the vendor.
Claude reads files; Cloudflare reads photos, twice
Claude is the main reader for sheets, PDFs, Word files and email, and gives a confidence level per value. Photos are read by Workers AI vision on Cloudflare, twice: one model reads row by row, the other column by column, so a row that slips on a tilted photo shows up as a disagreement. Claude matches that text to the lines. Where the two reads disagree, the value becomes a finding for the buyer; where they agree, it is marked to check against the image, never as read.
Scores and scenarios in code
The decision matrix and every scenario are fixed formulas over the vendors’ own data. The buyer changes weights and rules, never the maths, and Ask answers under the same rules.
A read-only Ask without database roles
D1 has no database roles, so the Ask tool accepts a single SELECT per call on the Ask views (prices, vendor terms and questionnaire, award, sourcing profile, external facts), checked before it runs: the guard whitelists exactly those views, every table source is checked, comments and literals stripped, recursive and schema queries blocked, and rows returned are capped. Ask never writes and takes one question at a time.
The Claude API key stays a Worker secret
Set once with wrangler secret put ANTHROPIC_API_KEY. It never appears in code, the front ends, logs or this record.
Its own Cloudflare project, with a $5 cap
Deploys as kill-the-quote: one Worker with its own D1 database, R2 bucket and queue, via wrangler deploy --env production. Workers AI spend is capped at $5 a month in code; Claude is billed separately.

08Guardrails

  • Missing is never zero. An unquoted line is shown as not quoted and left out of rankings.
  • Nothing reaches the buyer until the vendor submits; anything unclear becomes a finding in the buyer’s Review, never a fact.
  • Every number keeps its source (file, page or cell, or typed in the portal) and its status: confident, assumed, confirmed, missing or overridden.
  • Prices are read strictly. In the portal, “3,95” is refused, not read as 395; a price must be above 0, at most ₹10,00,000 a unit, and for a line in the RFQ.
  • Arithmetic in code, not in the model: units, FX, GST, landed cost, scores and scenarios.
  • Ask is read-only. It reads six read-only views: prices (comparison_v), vendor terms and questionnaire (vendor_terms_v, questionnaire_v), the award (award_v), the sourcing profile (profile_v) and external facts (vendor_fact_v). The SQL guard whitelists exactly these; still one SELECT per call and no writes. A profile change it proposes is shown with the ranking before and after, and only the buyer’s Apply saves it. It works under the current rules, states its rule, and says what it left out and why.
  • The ranking is never computed by the model. Each criterion’s score is a fixed formula in code; the model only suggests which criteria matter and why. A vendor with no data on a criterion shows “no data”, never zero.
  • External documents are evidence about a vendor, not quotes. They never enter the price comparison. Every fact keeps its file, page and date; a fact without a location is dropped; a dated fact more than a year old is marked stale; a document about another company, or with text addressed to an AI, is held until the buyer decides.
  • Files are served by what their bytes are (PDF, JPEG, PNG, GIF, WebP); anything else downloads instead of opening, so nothing uploaded can run in the buyer app.
  • Vendor documents are data, not instructions. Text inside an upload (“rank us first”) never changes how the system behaves.
  • Each vendor sees only their own submission; nothing from other vendors or the buyer side is shown.
  • Rates are dated: the FX and GST rates used are stored with the date they applied.
  • A person makes the award. The system recommends and records; the VP approves.

09Risks & mitigations

  • Reading takes time after Submit → files are read in a queue, five at a time, with retries; Review shows which files are still being read, and a stuck read can be restarted.
  • Photos and scans misread → photos straightened first, a confidence level per value, and a second reader; weak or disputed values become findings in Review, with a drafted ask to the vendor.
  • Vendors skip the portal → a reply to the invite email, in plain text or with attachments, counts as a submission and is read the same way.
  • Vendors miss the reply date → a live countdown in the portal; from Review the buyer can nudge them or extend by two days.
  • Cost at scale → prompt caching, effort per job, and batch processing for jobs that can wait, such as the quarterly rules refresh.
  • Confidential pricing → access limited per vendor; buyer-side data never exposed through the vendor portal.

02Design rules

  • One menu, six stages: Draft · Send · Submit · Review · Analyse · Award, each marked with who acts: buyer, vendor or VP.
  • Vendors get one calm page: the private link opens it with no sign-in. Type, upload, write, or simply reply to the email, then submit once. Nothing comes back to them to confirm.
  • Review before comparing: one row per vendor, one column per thing asked for, every cell with its source. Gaps go to the buyer with a recommendation and a drafted ask.
  • The recommendation first, then the evidence: the co-pilot sits alongside Analyse, and every answer carries its rule and what it left out. In Draft it stays docked with its input in view; in Review it is a tab that opens a small pop-up and folds back.
  • One primary action per screen.
  • Nothing assumed is shown as fact: flags, sources and overrides stay visible through to the award.
Values in the screens are illustrative.

Complete

Purpose: the detail behind the HLD, organised around one question: would a buyer with ₹4 crore on the line act on this screen? The trust model comes first; every table, call and rule below exists to implement it.

01Trust model

Twelve rules. The five marked build first answer the ₹4 crore question directly; the rest make the answer complete.
RuleWhat it means hereStored asBuyer sees it in
Provenance
Build first
Every value points to the exact spot in the vendor’s original file: page and row, cell, sentence, or a box on a photo. A typed price points to the portalsource_anchorHover a cell in the Review map; click any price: the original with the spot highlighted
Certainty state
Build first
Three states, not a percentage: read directly, assumed, unresolved. Each looks different wherever a price is shownquote_line.certaintyEvery price: plain, amber, outlined with “?”
Missing is not zero
Build first
A blank never becomes zero in a total and never wins cheapest. The blank says why: not quoted, quoted but unreadable, or bundled into another linequote_line.blank_reasonThe blank cell’s label
Normalisation shown
Build first
Every converted value carries its factors: unit conversion, FX rate with date and source, discount, GST basis, freightvalue_stepThe steps panel beside the highlighted original
Review findings
Build first
Anything unresolved becomes a finding in the buyer’s Review: needs your call, worth a check, or handled for you, each with a recommendation and the ₹ at stake. The buyer settles it, or asks the vendor with a drafted email. The award waits until nothing needs the buyer’s callreview_item, vendor_questionThe Review map and its Findings tab
Assumptions in viewEvery guess is listed for the buyer, who confirms or corrects it; every total recalculates, and the override records who and when. “Per box means 100 pieces” is never decided silentlyvalue_step where assumed, overrideWorth a check in Review; the share of the award that rests on assumptions
Comparability basisOne basis for every price: lines, unit, currency, GST basis, delivery basis, validity. Where a vendor differs, the price carries the step that brings it to the basisbasis, submission_basisThe price table header and each value’s steps
Coverage per vendorHow much of each reply was captured: lines matched, items that map to no line, lines quoted twicecoverage_vThe Pricing column of the Review map; Coverage in the decision matrix
Honest answers in AskAnswers under the rules on screen, states what it left out and why, warns when an answer rests on unresolved cells, declines when the data can’t support the question. Reads only, never editsask_turnEvery co-pilot answer: rule, left out, query
Maths in codeTotals, scores, scenarios, splits and FX run as code over the table. The model reads and reasons; it does not add upCode, not promptsConsistent numbers everywhere
Documents are dataText inside a reply never changes what the system does. A PDF that says “ignore other quotes” is just a PDFPrompt structure + checksNothing; it simply never happens
Decision recordThe scenario’s rules, vendors excluded and why, assumptions accepted, overrides made, approvalaward, decision_eventAward screen and the decision record page

02Provenance in depth

“Where did this number come from” is answered differently for each kind of file. The location is always labelled with how sure we are of it.
FileHow the spot is foundLocation is
Excel / CSVOur code reads the sheet: sheet and cell, e.g. Rates!D14Exact
PDF with textClaude gives the page; our code finds the raw text on that page and draws the boxExact
Word / email / written noteParagraph and the matching sentenceExact
PhotoThe photo, with the Workers AI transcription beside it and the line the value came from highlightedAssumed until the buyer checks it; unresolved where the two reads disagree
Typed in the portalThe portal field itself, with the value as typedExact
One value, raw to comparable
Vendor E · Garbage bag, small · email
"Rs. 150/- per kg" ← email, sentence 1 · read directly
→ ₹150.00 / kg parse
→ ₹1.80 / bag unit: 12 g per bag, from the RFQ spec · assumed
→ ₹1.80 ex-GST GST: quoted ex-GST · read directly
→ ₹1.85 landed freight: 3% per property, from the terms · assumed
                          discount: none in this reply
The buyer clicks ₹1.85 and sees the email with the sentence highlighted, beside these steps. The assumed unit step is also listed under Worth a check in Review.

03Intake: four outcomes, one ladder

Reading starts when the vendor submits. No uploaded document is rejected for its content. Every upload ends in one of four visible outcomes, never a crash and never a silent zero. The model decides what it read; code decides which rung to try next.
OutcomeWhenThen
ReadThe file was read; every value has a certainty state and provenanceAnything unclear becomes a finding in the buyer’s Review
Partly readSome pages, regions or lines could not be read, or the format can’t be read automatically (the file is still kept)What was read is kept; the unread parts are listed for the buyer, who can ask the vendor for them
SupportingNot a quote: a brochure, terms sheet, catalogue, invoice, or a quote for something elseThe file is kept and read for its terms and unit definitions (e.g. “1 box = 100 pieces”); its prices never enter the comparison
Couldn’t openEmpty, corrupt, or password protectedOne plain reason, e.g. “This PDF is password protected.” The buyer can ask the vendor to send it again
On the vendor’s submitted page, each file shows as Reading, Read, Partly read, Supporting or Couldn’t open.
The fallback ladder
RungWhat runsMoves down when
0 · ChecksCode: size, real file type from its contents (not the extension), password protection, duplicate of an earlier uploadCan’t be opened → “Couldn’t open” with the reason
1 · Structured parseCode: spreadsheet cells (merged cells filled, formulas as calculated values, hidden sheets marked), Word and PDF tablesNo usable table, or under half the lines found
2 · TextClaude reads the text layer, with page, paragraph or sentence referencesNo text layer, or reading is weak
3 · VisionA photo is transcribed by Workers AI twice, row by row and column by column, and Claude matches the text. A scanned PDF goes to Claude as a PDFRegions still unreadable
4 · What I could seeEverything read so far, with the unread parts listed for the buyerEnds as Partly read
  • Three ways in, one reader. Typed prices are read directly, with the portal as their source. A written note is saved as one plain-text file and read like any other file; so is the body of an email reply.
  • Is it a quote, and for this RFQ? The first read also classifies the file: quote, invoice, brochure, unrelated photo, or a quote for something else. Anything but a quote is kept as a supporting document: its terms and unit definitions are used, its prices are not. A quote for a different purchase is kept on file, but none of its terms apply here.
  • Definitions travel across a vendor’s files. If a quote says “per carton” and the same vendor’s brochure says “1 carton = 500 pieces”, the conversion uses it, marked assumed, with the brochure page as its source. The quote’s own terms win over a supporting document’s.
  • Who sent it? The letterhead name and GSTIN are read and compared with the invited vendor. A mismatch is held for the buyer, never attributed automatically.
  • Text addressed to the AI is never followed. It is reported as instructions_found, flagged to the buyer and kept in the decision log.
  • A revised quote from a vendor who already submitted becomes a new version, until the reply date. The submitted version stays in place until the revision is submitted; then the latest counts, the changes are shown line by line, and earlier versions are kept.

04Data model

Grouped by the stage that writes it. Raw reads, their locations, and every step to the comparable value are kept, so any number can be traced back.

ObjectStatusesMoves when
RFQdraft → open → analysing → awaiting approval → awardedInvites sent; the buyer closes the portal, and replies after the reply date are marked late; award requested; VP approves. “Send back” returns it to analysing. The reply date can be extended from Review.
Submissioninvited → logged_in → files_shared → submitted; at close: closed, or no_replyThe vendor opens the private link; adds a file or a note; presses Submit or replies by email, and reading continues after. At close, a vendor who never submitted is closed, and whatever they shared still reaches the buyer; one who never opened the link is no reply. A revised quote starts a new version.
Filepending → reading → done, or heldReading starts on submit; held while the buyer decides on a letterhead mismatch or text addressed to the AI; a stuck read can be restarted
Value certaintyread directly · assumed · unresolvedSet by the reader and matcher; changed only by a buyer decision, an override or a revised quote
Value settled bynone · vendor · buyer · overrideWho last settled it, shown in provenance
Blank reasonnot quoted · unreadable · bundledSet when a line has no usable value; never counts as zero
Review itemopen → answered, or voidAnswered by the buyer: a value given, confirmed, corrected, accepted as assumed, or left out. Void when a later read clears it. Correcting, accepting or leaving out needs a reason and appears in the decision record
Awardawaiting → approved, or sent back; rebuilt only after a send-backBuilt only when the portal is closed and nothing in Review needs the buyer’s call; only the VP approves or sends back

SubmitGET /v/:token · POST /api/portal/loginThe portal page; the token alone opens a session. No password. The buyer’s preview of a vendor’s portal opens a read-only session that doesn’t count as the vendor opening it
SubmitGET /api/portal/stateLines, files, written note, questionnaire, timeline and reply date for this vendor only
SubmitPOST /api/portal/files · DELETE /api/portal/files/:idUpload files in any format, up to 20 MB each and 20 per quote; remove one before submitting
SubmitPUT /api/portal/linesTyped prices, ₹ per unit. Strict: digits and a dot, above 0, at most ₹10,00,000 a unit, lines in the RFQ only; “3,95” is refused, not read as 395
SubmitPUT /api/portal/noteThe written quote, autosaved as one plain-text file and read like any file
SubmitPUT /api/portal/termsPayment, freight and validity required; lead time, GST and a volume discount optional; each field checked. Or the vendor ticks “my terms are in my file”. Submit is refused until the terms are typed, or given in a file or note with that tick
SubmitPOST /api/portal/samplesAdds a sample file of a chosen type (spreadsheet, PDF, Word, a good or a bad photo, email, CSV) for this vendor from R2; only while the quote can be changed
SubmitPUT /api/portal/questionnaire · PUT /api/portal/timelineAnswers to the nine questions, each checked against its type and limits, e.g. a range “3–7” within 1–120 days; delivery timeline
SubmitPOST /api/portal/submitOne step: the quote is submitted, then its files are queued for reading. Refused with nothing typed or uploaded, without terms (typed or in a file), or once the portal has closed
SubmitPOST /api/portal/reviseStarts a new version after submitting, while the portal is open, with the last typed prices carried over. The submitted version stays the one the buyer sees until the revision is submitted
SubmitPOST /api/inbound/emailAn email reply: the body text and attachments become uploads via email; counts as a submission and is queued for reading
ReviewGET /api/review/attachments · GET /api/uploads/:id/previewEverything each vendor sent, with status; one item’s preview as data only (text, table cells, paragraphs, email headers), never the vendor’s HTML. Bad ids 400, unknown 404
ReviewGET /api/review/briefThe map (per vendor, per column: value, completeness, source), the row for vendors yet to reply, the across-the-replies footer, insights and findings
ReviewPOST /api/review/:id/resolve · POST /api/review/bulkSettle one finding or several: answer (a reading from the options shown, a pack size, a price, a freight % from 0 to 100, not quoting, like-for-like or not), confirm, correct, accept as assumed, or leave out. Each answer is checked against its kind
ReviewPOST /api/review/nudgeA drafted ask or reminder to a vendor → outbox; logged in vendor_question when tied to a finding
ReviewPOST /api/review/decisionA one-tap decision from an insight, written to the decision log
ReviewPOST /api/rfq/extend · POST /api/closeMove the reply date and portal close (two days from the map); close the portal now. Both only while the portal is open
ReviewPOST /api/admin/requeueRestart reading for files stuck in reading
ReviewGET /api/values/:sub/:line/provenance · POST /api/values/:sub/:line/override · POST /api/mappingOriginal file link, highlighted spot, raw text and steps; override a value with a reason; map an unmatched item to a line
AnalysePOST /api/scenarioRules in → split, total, lines covered, who was left out and why, best single vendor
AnalyseGET /api/matrix · GET /api/comparisonSix scores per vendor with the facts and sources behind them; the line-by-line comparison
AnalysePOST /api/ask · GET /api/askQuestion and the current rules → answer, rule, query over the Ask views, what was left out, view (table, bar or none); earlier answers, each with its view. The same two routes serve terms, questionnaire, award and profile questions
OnboardingGET /api/profile · POST /api/profile/suggest · POST /api/profile/activateThe profile in use and the ranking under it, every score with its source; ask the system for a suggestion; activate the suggestion
AnalysePUT /api/profileThe buyer’s edit: weights, order, criteria added or dropped. Weights are rescaled to 100 in code; saved as a new version and logged
AnalysePOST /api/profile/applyApplies a co-pilot proposal by its answer, re-checked against the current profile version; the only way a proposal is saved
AnalyseGET /api/vendor-facts · POST /api/vendors/:id/externalExternal documents per vendor with their facts, page and date; add documents for a vendor. Refused for a vendor not invited, and for an empty, oversize or duplicate file
AwardPOST /api/award · GET /api/awardBuilds the award from the chosen scenario; refused while the portal is open or anything in Review needs the buyer’s call
AwardPOST /api/award/decide · GET /record/awardVP only: approve, or send back with a note; the decision record page
DemoPOST /api/demo/fillDemo only: submits sample files or typed prices for every invited vendor still to submit, or fills one vendor (an open revision is filled, not submitted). Typed prices match the one or two sample files attached; D and E give their terms in their files
Submissions, buyer decisions, asks, extensions and awards write a decision event. Portal calls carry the session opened from the vendor’s private link and only reach that vendor’s own submission.

08Calculation rules

  • Each rule writes a step: every conversion is a value_step with its factor and source, so the path is always visible.
  • Typed prices are strict: digits and a dot, above 0, at most ₹10,00,000 a unit, and only for lines in the RFQ. The portal accepts thousands separators (1,00,000 or 100,000) and removes them; “3,95” is refused, not read as 395.
  • Base unit per line. A carton converts to pieces only with a stated pack size: in the quote, in the buyer’s answer, or in a definition from any of the same vendor’s files (assumed, with that file as source). Weight converts to count only through the RFQ’s weight per unit. Otherwise the value is unresolved, not guessed.
  • FX: INR = price × the RBI reference rate for the quote date (or the last one before it), stored with rate, date and source.
  • GST: everything compared ex-GST. A GST-inclusive price is divided by (1 + stated rate); no rate means unresolved.
  • Landed unit = unit price ex-GST in INR + freight per unit. “Freight extra” with no figure means the freight step is unresolved.
  • Threshold discounts (“2% above ₹50 L”) apply to a scenario and at Award, only when that vendor’s awarded value meets the threshold.
  • Ranges, tiers, conditions: a range is unresolved until there is one price. Tiers are settled by code at the line’s annual quantity (assumed, with the tier shown as a step). A condition such as “orders above 1,000” is checked against the annual quantity.
  • Mixed currencies or units in one file: handled value by value, each with its own steps.
  • “Same as last year”: filled from the vendor’s prior contract when one is on file (assumed, with the contract as its source); otherwise a finding for the buyer.
  • Blanks: never zero, never in totals, never cheapest. Bundled lines point to the line that holds their price.
  • Cheapest per line uses read-directly and assumed values only; unresolved cells are excluded and the answer says so.
  • Rounding: money kept to 2 decimals in INR; lakh and crore are for display only.
  • Awarded values in Ask answers come from award_v, the stored award; the model never recomputes them. Payment days are parsed in the view, in SQL.
  • Profile scores are fixed formulas in code, 0 to 10 per criterion (section 10); the vendor’s score is Σ (weight × score) ÷ Σ weights over the criteria it has data on. A missing fact is never zero.

09Review: the map and its findings

Review is the buyer’s trust stage. It shows what each vendor sent against what was asked for, and every gap and assumption, before anything is compared.

  • Cell states: complete · partly there · missing, your call · nothing to read.
  • Rows: one per vendor that replied, with how complete the reply is and how it came in. Vendors who haven’t replied share one row: whether they opened the link, a note when they will likely quote in a foreign currency, Nudge now and Extend 2 days.
  • Footer: each column summarised across the replies, with an ask to all when the same gap is everywhere.
  • Clicking a card opens it in the co-pilot pop-up: what’s missing, the same gap at other vendors, what it means downstream in Analyse, and the next actions: Send drafted ask to one vendor or to all with the gap, and a preview of the email.
  • Co-pilot tab: highlighted at the bottom right. On the first visit it says what it took in from every vendor and how many findings need a call; it answers questions from the same read-only views as Analyse. Esc, × or a click outside folds it back into the tab.
  • Findings tab: up to four vendor submission insights first, each a pattern with its downstream effect and a one-tap decision (“Ask all in one message”, “Treat partial quotes as whole-group only”, “Use the RBI rate on the close date”); then every finding, open or settled.

  • Vendors are never stopped. Submit is one step and nothing is sent back for them to confirm. Lines they leave unpriced become not quoted when they submit.
  • ₹ at stake: what a decision could change (e.g. the yearly saving if an off-spec price counted), or what the line is worth a year.
  • Ask the vendor: drafted and editable, sent from the RFQ mailbox and logged in vendor_question; the finding then shows when it was asked. A reply or a revised quote is read like any other submission.
  • One-tap decisions from insights are written to the decision log; whole-group only is also set as a rule in Analyse.
  • Award is refused while anything needs the buyer’s call. Every accepted assumption is listed in the decision record.

10Analyse: sourcing profile, scenarios and the decision matrix

Analyse is the interrogation stage and is specific to the client’s sector: the sourcing profile set at onboarding decides which criteria matter, their order and weights. The ranking under it comes first, then the evidence behind it. In the demo, a reset seeds the sector’s onboarding profile (no AI call); “Suggest” asks the model for a fresh one. Every number is worked out in code from the vendors’ own data and external documents, under the rules the buyer sets.

  • Scenario engine: each line goes to the cheapest usable price among the vendors in. With a vendor limit, every combination of that size is tried; the one covering the most lines wins, then the lowest total. Threshold discounts are applied where a vendor’s awarded value meets them.
  • Each scenario reports the split, the total against last year, lines covered, lines with a single usable quote, who was left out and why, and the cheapest single vendor.

Weighted score = Σ (weight × score) ÷ Σ weights, out of 10. Weights can be set by hand; the three presets are shown. Each score sits beside the fact it came from.
Sourcing profile and the ranking under it
  • Criteria come from a catalogue the code can score. The suggestion picks 6 to 9 and weighs them; each criterion’s formula, direction and data source are the code’s. The model never writes a formula and never computes a score.
  • Weights sum to 100, enforced in code. Change one weight and the others rescale in proportion, in whole numbers. Every change (a weight, the order, a criterion added or dropped) saves a new profile version with who, when and what changed, and writes a decision event.
  • A missing fact is “no data”, never zero. The profile’s rule is shown with the ranking. By default the criterion is left out for that vendor and its weight is spread over that vendor’s other criteria; the alternative rule scores it a neutral 5. A fact from a held file, or read with low confidence, counts as no data until the buyer decides.
  • Stale facts: an external fact dated more than a year before today is marked stale wherever it is shown. It still scores, with its date beside it.
  • Every score names its source: the comparison cells, the vendor’s terms, a questionnaire answer, the vendor master, or the external file and page, with a link that opens the file at that page.
  • Propose, then apply. The co-pilot never changes the profile. Asked to, it returns a proposal: the weights before and after, and the ranking under each, side by side. Only the buyer’s Apply saves it, re-checked against the current profile version and logged.
  • The award keeps the profile version it was decided under, and the recommendation names it.

11Model settings & reliability

  • Model: Claude Opus 5.5 for every Claude job, effort per job as above. Photos are read by Workers AI vision, two models and two methods; Claude never sees the image.
  • Cloudflare spend cap: Workers AI spend is capped at $5 a month (SPEND_CAP_USD), worked out from logged tokens and checked before each photo. At the cap, the photo is marked partly read and the vendor types those lines in the form. The cap covers Cloudflare only, not Claude.
  • Fixed JSON output per job (structured outputs), validated before saving. One retry on an invalid response, then the value is unresolved.
  • Prompt caching: the RFQ (lines, specs, basis) and the rules knowledge base form a fixed prefix shared across calls.
  • Reading: a Cloudflare Queue consumer reads one file per run, up to five at a time, with two retries. A read that still fails ends as Partly read with a plain note, never a crash. Files stuck in reading can be restarted from Review.
  • Retries: two on rate limits and server errors for every Claude call.
  • Refusals are handled with the API’s server-side fallback and logged.
  • Every AI call is logged: job, input references, output, effort, tokens and cost.

12Access & security

  • Roles: buyer, VP (only the VP approves or sends back an award), vendor (own submission only), admin.
  • Vendor access: the private link is the key. A long random token per vendor (KV) opens a session that lasts eight hours; there is no password and no second email. The portal accepts changes only while it is open, and a submitted quote changes only through a revised version.
  • Files stay private in R2 and open through short-lived links. They are served by what their bytes are (PDF, JPEG, PNG, GIF, WebP), with no-sniff headers; anything else downloads instead of opening.
  • The Ask tool may only run one SELECT per call on comparison_v, vendor_terms_v, questionnaire_v, award_v, profile_v and vendor_fact_v (a fixed list in code), checked before it runs, since D1 has no database roles: comments and literals are stripped, every table source is checked, and recursive and schema queries are blocked. One question at a time.
  • Vendor text is passed to the model inside marked data blocks; instructions in it are ignored.
  • The decision log is append-only, and every override and accepted assumption needs a reason.

v8.1 · 13 Oct 2026
Complete

Purpose: the traps the prototype must survive in a live demo driven by someone trying to break it. The rule: no document is rejected for its content. Every upload ends read, partly read, kept as supporting, or couldn’t open with a plain reason; never a crash, never a silent zero. Cases 37 to 46 come from the break test of the built prototype: an API suite of 94 checks and an end-to-end run with every trap file. Cases 47 to 52 cover Ask over terms, questionnaire answers and the award, and the full price grid. Cases 53 to 60 cover the sourcing profile and external documents about vendors. Cases 61 to 66 cover the shortlist, required commercial terms, changing a quote and attachment previews. Cases 67 to 72 cover terms given in a file, photo samples, filling a revision, the Review co-pilot and past prices.

Shown as “Suggested by the system” until the buyer activates or edits it
54The buyer moves one weightNew versionThe other weights rescale to keep 100; the ranking is recomputed; the profile becomes the next version, edited by the buyer, and the change is written to the decision log with who and when
55Vendor D’s credit summary is dated 2023; Vendor C has no Indian credit rating; Vendor E’s credit summary carries text addressed to an AIFlaggedD’s rating is read and marked stale with its 2023 date. C shows “no data” on the Indian rating criterion, never zero and never guessed. E’s file is flagged in Review like any hidden instruction, and its facts stay out of the ranking until the buyer decides
56“Why is Vendor D first?”AnsweredAnswered from the sourcing profile and the vendors’ facts: each criterion’s formula and weight, and the facts behind the scores with their file and page. If another vendor leads, the answer says so
57“Make delivery 20%”ProposedA proposal: delivery to 20%, the other weights rescaled, and the ranking before and after, side by side. Nothing changes until the buyer clicks Apply, which saves a new version and logs it

60External channel: a document about another company, hidden text addressed to an AI, a stale date, a duplicate or an empty fileBlockedA document whose subject isn’t the vendor is held as an identity finding; hidden text is ignored and the file held; a date over a year old is marked stale; a duplicate, empty or oversize file is refused. External documents never appear as quote files
61The buyer adds a vendor after the invites have gone out, or adds a duplicateRefusedAdding is open only before sending; a duplicate name or email is refused with a plain message
62Two shortlisted vendors are left unselectedHandledThey get no invite and never appear in Submit, Review, Analyse, Ask or the award

67A vendor ticks “my terms are in my file” and uploads the fileReadAccepted; the terms are read from the file with its source; any still missing show in Review
68A vendor ticks “my terms are in my file” but sends no file or noteRefusedSubmit is blocked: terms must be typed, or given in a file or note
69A bad photo: angled, with glare and a smudged digitReadRead twice by Workers AI; where the reads disagree the buyer gets both values; nothing from the photo lands as read
70Instant fill on a vendor’s open revisionHandledThe draft is filled (prices, answers, terms, files) and not submitted; the buyer keeps seeing the submitted version
71The buyer clicks a map card in ReviewHandledThe co-pilot pop-up shows what’s wrong, its sources and next actions; closing it folds it back into the tab
72A line with no past RFQ (added in chat)HandledFY26 rate and 3-year average show “—”, never 0; other lines show the average of the three awards
“Read · held” means the file was read but does not count until the buyer has looked at it. “Refused” and “Blocked” end with a plain message and nothing written.

02Demo data to seed

  • The last three RFQs (FY24, FY25, FY26), each a one-page award with its Schedule A, and the ERP’s FY26 consumption export: they give every line its last price and 3-year average. The FY26 award is Vendor A’s contract, so “same as last year” can be looked up for A; there is none for Vendor E, so those lines become a finding for the buyer.
  • Seven shortlisted vendors (five selected), the nine-question questionnaire, and the sourcing profile set at onboarding, so Analyse ranks from the start.
  • Sample files for each vendor in every format, including a good and a bad photo of a rate card, kept in R2. Instant fill attaches one or two per vendor at matching prices; D and E state their terms in their files.
  • One file per trap, kept in a test folder, so each case can be shown on demand.
  • Every case is run before the demo and its outcome checked against this table; the API check suite re-runs against a test copy of the app.
